Solution Setting the eapol-key-timeout to a value longer than 1 second (default) fixed the issue. There is a tuning parameter on the Cisco WLC4400: config advanced eap eapol-key-timeout timeout Where the timeout could be set between 1 to 5 seconds. This parameter specifies the amount of time (1 to 5 seconds) in which the controller attempts to send an EAP key over the LAN to wireless clients using local EAP. Debugs and wireshark captures showed as follows: Client device does not answer to the EAPOL key exchange at the WPA key exchange time. Based on this, the WLC is sending a Deauth frame as per design.

Since our SN is node-locked to the UUID in VMWare, if the UUID changes, the UDI (and serial number) of the controller will also change.
